Yes, per the info posted here, on Best Buy's site, since this phone is unlocked, you can purchase it and activate service with one carrier, and then change service to a different carrier at a later time. 

"Here are your unlocked activation options
We're currently only able to activate service on this unlocked phone with Verizon, AT&T and Sprint. If you prefer to use a different carrier, you can buy it today and activate service later. Either way, this unlocked phone allows you to switch carriers whenever you want."

it won't work with T-Mobile because it will be a carrier locked, only the unlocked one would work with T-Mobile
