Activation today means this is new service. An existing phone and number is eligible for upgrade in this promotion. I was confused by this when I was buying and the best buy guy that helped us was good at explaining it. This is an unlocked phone but you have to make sure your carrier supports the band it uses.

If you choose not to activate it at the time of purchase, you are able to get any SIM card activation kit from the service you choose at any time. If it is an unlocked phone it means you will be able to use most carriers that have prepaid plans. I would recommend going to the Motorola website to see what carriers are available for worldwide plans.
