A:AnswerYes, the bootloader is unlockable but you have to register with Motorola and agree that it will invalidate your manufacturer's warranty and that you assume all responsibilities for possibly damaging your phone, including but not limited to "bricking the device" which could turning it into an expensive paperweight, before they will provide you with the bootloader unlock code. I would wait at least a year from the date you bought the phone before requesting the unlock code, so the warranty will already be expired.
Notes:
Unlocking the bootloader with the code will also reset the phone back to factory settings except that the bootloader will now be unlocked.
Motorola provides instructions on their support website on how to perform the bootloader unlock using a PC connected to the phone via a USB cable, using the appropriate drivers for your PC and adb (Android Debug Bridge) program.
