From one Aerospace engineer to another, you want to focus more on the processor than the graphics card. Both are important but the processor is where the money is at for the things we do with CAD. The 1060 will run anything he would need to run and then some. The new 8th gen I7-8750 would be a powerhouse at running engineering software as it is almost 33% more powerful than the 7th gen I7-7700.

It might be too much if he is not a current gen gamer. If it is in your budget then you can't go wrong. It is very fast, boots in about 10 seconds and shuts down in about 6 seconds. It handles playing games with maxed settings and no lag.
