No, the step-down is not included. It costs approximately $70 more--we did purchase because I'm OCD about matching (LOL), but it's not necessary as you can use many household items. For example, you can use a stool, small shelf or step-stool. Our cats would have jumped out without it, but I wanted to catch excess litter.
