We do not have an actual internet provider as we are in a black hole and no service available. Will this work without said provider (att, spectrum, verizon). I work from home and am on video conferencing all day. Data caps? null

No, it's just a router like any other. You need to connect an ISP to the router for it to work

Unfortunately, Nest Wifi won’t work without an ISP. It requires to be connected to a modem with broadband internet connection from an Internet Service Provider (ISP). Check out this link for the setup requirements and setup guide: https://support.google.com/wifi/answer/7183148
