If you get one for charter then yes. Otherwise each router/ modem combo is only set up for a speaific service. 
But generally Charter will give you a modem for free if you ask about free hardware

Yes. I have Charter and it worked. You have to go to the Charter website to register the device with them before being able to use it.

I would assume so, I currently use Comcast (who I believe owns Charter now) and I am able to use it.

It should work with any modem. It is nothing more than a router (a smart switch), that takes the single internet connection provided by your cable provider and allows it to connect to multiple wifi & RJ45 cable-connected devices at the same time. All it does is keep track of the data packets that it passes along. You should be able to take advantagel of the speed offered by this item for your cable connection, and the wifi end of it works great.
