You need an internet service provider to access the internet, but this router can function as a stand-alone if you have the need for a local network without internet. This router does not include a modem, so any internet connection will also need a device suitable for translating the internet signal into an Ethernet cable for your network.

If you want to connect to the internet you will need an ISP for that. However this router would still function as a local network if you wanted to connect devices in your home to eachother. In other words this can serve as an access point for an intranet but not serve solely as an access point for internet without an ISP.
