I don't know the internal design features of the Powerline 2000, but the house electrical wiring will have all the neutrals and grounds bonded together and that interconnects the whole house together regardless of how the "hot" wires may be separated into two different 120 volt feeds. I would guess that's why Arc Fault breakers may cause a problem because the neutral is "monitored" (wrong word, but descriptive) within the breaker.
