Are the ports programmable independently ie turn on and turn off for extra security I would like to know if this has a programmable interface so I can turn on and off a port at pleasure for security reasons.

No. This is an inexpensive switch that simply broadcasts all traffic on all ports without any intelligence. If you want to implement port security, I use MAC address filtering. Although there are people that can spoof a MAC address, because is not that common I’m willing to accept the risk.

If you have the money and want to manage a switch, you can start with a Cisco – SF200 for $700. At work, I use Cisco 3560X at $3000 each.

No, you'd need a smart switch for that. This is a dumb switch, as it were, and a fantastic one at that. :-)
