You will have to use outside internet or an ISP to get internet, but if you are looking to use it to create a network you can do that with out internet.

You need to have separate cable modem. This is only a wireless router.

You will have to sign up for service unless you can connect to a gateway (someone broadcasting internet or directly into there router that's connected to the internet) then you bridge them and share the connection. My suggestion would be to sign up for a service provider and connect to that device. Less problems and won't have any hiccups like your neighbor "forgot" to pay the bill. ;)
