As long as you have the physical cartridge it works fine without wifi.

you can play games without wifi if you have them downloaded or have the actual game. wifi is only needed for software updates and going into nintendo shop to purchase/view other games.

It doesn't require internet access to use it. Some games may require an update and the system as well. But as far as I know you can plug and play with the internet
