It is 26" when the seat is lowered all the way down. Just saw this question, sorry for the late response. Hope it helps.

Yes, the chair will fit. My desk opening is only 27 inches and it fits under my desk just perfect.

It should fit with a couple of inches to spare. At the lowest height of the chair, the top of the arms are approximately 27 inches from the ground.
