There is a limit. They cut me off the free plan for using too many minutes (over 5400 mins) for a "Residential" user. Here is the email (I removed phone # details for privacy reasons) "Thank you for being an Ooma subscriber. We value you as a customer and would like to provide you with the best possible service that suits your needs and Ooma’s Terms of service. You currently have Ooma’s residential telephone service. However your usage for XXX-YYY-ZZZZ is not consistent with residential use, as defined in our Terms and Conditions. During the month of XXXXX you have used a total of 54XX minutes." I was using it for work conference calls (before Zoom).
