Yes it does. All you need is the WiFi router . It doesn’t need An active internet connection , except when you want to command the lights from outside your home.

The bulbs will still function as regular bulb but without any extra feature. I dont think you can dim it without internet like regular dimmable bulbs.

Yes, only when your phone or tablet is on the same network as the hue bridge.
