Yes you need to change all with smart bulb if you want all to turn on or off at the same time

Only the smart bulbs will respond to Alexa. So if, you only use one, ONE bulb will respond.

I changed my four lights one at a time over two months, Once you replace one with the hue that bulb is a smart bulb. They can work one at a time or as a group. I just used the light switch until I had three bulbs instilled.
