“Can this be used to extend the base strip that gives a TV border color? I plan to buy a sync box, base gradient light strip and hook up to my tv for movies and games. Longest strip available is for 80" TV, I have an 85" tv, would this be a solution?”

I would say no, these are hard to curve around corners and would give an off look. You should purchase the Hue PLAY gradient. I don't think they make a 85 inch version but maybe get the 75 inch and install it closer to the center to get more length around the back of the tv.
