Do you have to have lights with Alexa null

You can have lights with Alexa but you aren't required to. You are required to download the Hue App, however.

No. I have no Alexa products, only Philips, which I recommend.

No not required at all. But if you need the convenience of voice assistant to turn around t on or off or do other tricks like change color, brightness etc you need Alexa or Google etc.
