Do you need the hue if you have echo dot? null

What do you mean? echo dot has it's only functionalities and can't control hue bulbs without hue hub. This product is only a motion sensor to automate even more the hue system by turning lights on when motion is detected. It is capable of measuring ambient light and only work when low light is detected. When you have the hue system: bulbs, hub, sensors and accessories, you can voice control it as part of the integration with echo dot, or apple home kit.
