With the wall mount, can the lights be angled? null

Nope it is a flat wall mount not able to angle

The wall mount being the two pads the lights come with to stick the angled stands? Then yes. The light bar set here comes with two different stands, one for straight vertical positioning and one for a slight 45-degree mounting angle.
