“Can you turn your lights off and on with the dimmer switch or just dim the lights? We are looking for a remote control other than our cell phones to turn the lights off and on?”

Yes the remote controls On and Off, as weel as Dimming

There are 4 switches to this. On switch, dim up switch, dim down switch, and off switch. You can also choose different settings/colors with each press of the on switch, up to 5 different settings.

You can do all 3, off, on and dim. So much easier than phone or Hue Tap. Works every time!
