If I preorder, will I be charged now or when it ships? null

You are charged the instant you click pre-order "confirm purchase" unless you bank holds funds or something, there will at least be a hold on the money.

I pre-ordered several weeks ago and was charged shortly afterwards. However, I selected the "Pick Up in Store" option. Either way, you can expect to charged relatively soon since the PS4 Pro is a few days away from release.
