Is this compatible with optiplex gx27? null

From the specs i've seen on that pc, no. To be honest, if your looking to game/video edit on PC, you should really consider purchasing a new PC

If your Dell has an available PCI express 16x slot, then yes you can use the 730gt "as it does not require any power connections from the power supply" drawing what little power it does use directly through the slot itself.
