A: Yes works with win10. I'm running it in an old server that I converted to a home pc/server. Ran win8.1 for a while and worked great then upgraded to win10 and still works well. Very convenient that it's a half length card so it fits in a lot of older systems and still offers a substantial upgrade to video performance.
Q: can this be used on a laptop and if not could you recommend me one
A: This is a desktop card. Most laptops don't have upgradable video cards. If you need a more powerful chipset in your laptop you will probably have to buy a new laptop.
Q: Compatibility with PCIe x16 (is it backward compatible?)
A: All PCI-E cards are backwards compatible. Your card just won't run optimally because of the lack of a 2.0 port. It will run at x16 speeds.

A: This model does not support 4K resolution. You need the GDDR5 version of the GT 730 which supports 4K. Note that it will only run at 30Hz refresh rate. For a full 60Hz, you'll need a GTX 950 at least.
A: Only takes one 8 lane slot. Great for server motherboards that can't use 16.
Q: Will this video card work on a 32bit Windows XP Dell Optiplex GX 620 tower computer?
A: I have no idea. I imagine it should, the box says XP 32 works as long as you have a 300W power supply and a PCI Express mother board.
