• Yes you can. My buddy and I connected 2 sets of RIG headphones with both of the individual dongles to test headsets.

• If you have the original Xbox One with 1 HDMI input, you can only connect one headset. If you have an Xbox One S or Xbox One X with 2 HDMI inputs, you can connect two of these headsets by just plugging the connector piece of both headsets into the HDMI inputs.
