Yes, you do have the option to schedule the lights to turn on at specific times

When motion is detected, it will begin to record and stop recording when motion is no longer detected. The Floodlight Cam Wired Plus has Customizable Motion Zones, Live View and Color Night Vision that are controlled from the Ring app. In addition, the Floodlight Cam Wired Plus has a 105db siren at 10 cm (4in).
