“I live in an apartment complex, the electrical hookup is a dawn to dusk setting. Will the camera only detect motion during the dawn to dusk hours? I will hook up my WIFI, but wondering if it is worth the purchase if I have this type of setting.”

You can set it to detect motion how ever long you want. But, you may want to look at other ring options. If you live in apartment type setting, your app will be alerting you to every movement
