No, you must subscribe to the cloud service. It is $3 a month for each device or $10 a month for unlimited devices.

The Ring Floodlight Cam will alert you of motion around your home within the parameters you have set in your Ring app. With those alerts and notifications, you can open Live View where you can see, speak, and listen to what's happening around your home. Once Live View has ended, the video will be deleted.
