No, the Stick Up Camera will not continuously record for 30 minutes. Live View will automatically turn off after 10 minutes. You are able to choose the following options:
15 seconds 
20 seconds
25 seconds
30 seconds

The max recording length times when activated can be adjusted to 15, 20, 25, 30, 60, 90, and 120 seconds. If you have a battery powered stick cam Ring suggests that you use 15 seconds to save the battery life,

As long as there is motion for 30 mins and you pay the yearly cost to store your recording then yes
