• The cables come in a variety of length as well as resolution rating. Bestbuy will carry what you need. It will state length and resolution on the boxes.

• I don't think it would matter if you use a higher quality HDMI cable than what the device can display. You could find the quality is less using lower quality cables on a 4K device. Best Buy has a great return policy so you can bring them back (within their allowed time frame to return) if they do not work.
