Because of how it is made. The coating around the cable protects it from any interference from close electrical wiring, etc. Also from any rodents that might get into some folks walls. No disrespect, but that's life.

They are called in-wall because they can be used in the interior of the wall. Some people do not like to see cables so they run them inside the wall to not be seen. There cables are safe to use in those sitiations.
