I have found that if you have any other Bluetooth devices in the vicinity that were previously paired with the receiver, you need to make sure the Bluetooth is turned off on those devices that you don't want paired.

Start by telling your phone or computer to delete or forget the device in Bluetooth settings. Then restart and look for the bluetooth device again. This will usually work.
