Yes the wall plate can be mounted to any flat surface you will need tapcon concrete anchors and a hammer drill to pre drill holes for the anchors I would take the wall plate to your local hardware store and explain to them what surface you need to mount the plate to and they should be able to sell you the supply's needed to complete the task you must have a drill that hammers a standard drill will not work for this application
