“Am venting a range/oven with a Samsung overhead microwave. I changed direction of microwave venting blower to blow up thru vented cabinet and then out thru side of house with damper on outside wall. Do I also need a damper attached to microwave blower?”

You only need a damper on the outside wall if going horizonal. The damper keeps the critters, snow, rain from entering the exhaust ductwork.
