It does need a water hook up. Doesn't have to be hooked up to use the dryer though.

However, if you choose not to connect a water supply line, the rest of the dryer features will function as normal. It is important to note that if you attempt to use one of the steam features without the water line connected, it could cause internal damage to the dryer. ^Jecca

In order to use the steam function , it must be hooked to a cold water supply line . Normally, the same line the washing machine uses, just with a splitter that allows you to hook up dual hoses. However, the dryer will work if you decide to just plug it in.

Yes it requires water to use steam function.  Dryer will function without a water line.  Although there are similar Samsung Dryers that don’t have the steam function for less money

Yes it does and I cannot give it that setup in my basement; So, I am not using the steam function.
