using google docs, sheets and gmail you can work offline effectively. Many of the android apps that are available on this machine also work offline. I find that I can do everything that I do on a pc with the exception of running the full Quicken application.
You can do most everything without internet e.g. using google docs or sheet, read books on the kindle app or the play books app, download content on play video or netflix etc.

1234: Like others have pointed out, the Plus can work offline of many things. Some like Gmail, Docs, Google Drive need to be initially connected to the internet to get set up for offline work. After that initial step, you're all set. Note, One has to connect to the internet to enter their Google account information just to set up a Chromebook for use. No internet = no connection to your Google account = it won't work.
You can download the material in the drive for offline use. Google Doc and other Google interface give you an option for offline access. Hope this helps!
