“I follow the instructions for broiling with the divider in. After about 6-8 minutes, the element starts going almost off and on again. So, the first side is perfect and the second side is taking so long that the inside becomes overcooked.”

You could try clearing the broiler setting, reset it , turn your meat over and broil it under the new "broil" setting. I'm not sure why that would happen, but maybe at lease you could have an evenly browned piece of meat.
