• Majority of the time, but usually when a company refurbish your phone then that means it went through quality inspection twice. Refurbish doesn't always mean it was broke, it is usually just returned. The store cannot put it back on the shelves until inspected by quality inspector. That is why some companies charge a restocking fee.
