“I read another reviewers comment that it has limited or no cloud storage availability. Does that mean that because it doesn't come with preloaded apps that one of those preloaded apps would be cloud storage? Basically wondering if I can use Dropbox.”

You can use Dropbox or Google Drive as alternates. But the limited storage of clouds has nothing to do with being a preloaded app or not. Everybody is out to make a dollar. They only charge people who need excessive amounts of storage.
