The savings of $100 is referring to how much you will save on the reduced monthly payment ($33.83 vs $38) over the 24 months. $4.17 savings per month × 24 months = $100.08

With Verizon for instance, you'll pay a line activation fee of around 35.00, now you are locked into a two year contract. Your line charge will now increase by 20 dollars for 24 months or until the phone is paid off. So 35.00 plus 24 months at 20 dollars extra for the increased line fee would be a total of 515.00 in addition to your monthly payments. So buying at full retail remains substantially cheaper if you can afford it.
