I was told by Verizon that I could trade in a phone with a cracked screen but at a reduced rate. They wanted to give me $150 for my S8+.

I have the same problem every time I change phones, the short answer is NO. Maybe you get a few bucks (nothing worth it, not the discounts they advertise, not even close). If you decide to upgrade prepare to pay for the phone in full (once you add insurance and all over 1K).

Yes, you can upgrade. I upgraded from S4 -> S9+ 
My S4 was in great condition, however trade in program did not offer much for the phone, so I kept it. S4 still works at home on WiFi.
Just no phone service, text, data.
During the purchase through Bestbuy I skipped the trade in.
