DOES TAB A HAVE A TELEPHONE FEATURE? null

You have to download Hangouts, and you may have to download Google Voice. I already had Google Voice when I got my first tablet, which synced automatically with my desktop, and then I added hangouts and I can both make and receive phone calls, but I don't know if Google Voice were essential or not. But at least I have communicated that it is possible to do, although I can't supply all the details.
