That's completely dependent upon your contract with your cell phone provider. You should check with them on how to set that up. Afterward your tablet as well as any other device can connect to it as you would any other wifi router.

Your phone and carrier are the ones who can potentially restrict this feature from being used. Your carrier has to allow your data connection, from the phone to their towers, to be used as a hot spot. As long as your carrier allows for this function and you follow the set up for that hot spot on your phone correctly you will be able to connect the tablet to your phone just like the tablet was connecting to any other WiFi hot spot or wireless router. When setting up your hot spot the default usually is the name of your phone as the name of the WiFi connection and your phone number as the password. Now, this can be changed at any time before you turn on this feature. I hope this answer helps you!
