I'm not familiar with Cloud Library, it isn't used in Sacramento libraries, but the app is available in the Google Play store so I'm sure if that's what your library uses it should load and work for you. As for Overdrive, yes, it will work. My wife works for the library system here in Sacramento and she uses Overdrive on her Android smartphone. The Tab A is using Android 9, so you can get it from the Play Store and download your books. Enjoy!
