Some like Netflix let you download certain movies or TV episodes. Need to send an email or check the latest news then drop into any location such as Fast Food places, restaurants, libraries etc. There are some devices you can use for wi-fi.

Data plans acquire internet access via cellular data towers, NOT a router which acquires internet access via a router. Remember data plans are available thru cellular providers & their cellular towers, allowing devices to recieve internet access almost anywhere on the go. Data plans would therefore require a user to purchase internet services via a cellular provider in order to receive internet access on the go, such as with your cell phone, whether it's a prepaid or contract phone/cellular provider.
