Is MS Office pre loaded? null

A "stub" version of all the office apps is preloaded, but they will have to update to get the full working version, but the full office for Android suite appears to be included (and you could download them from Play too)

It comes with Excel, Word, PowerPoint, Skype, OneNote, OneDrive.

No, this does not have MS Office on it.
