“Will this be able to "cast" to my Samsung TV. I have the Tab Pro S, it does some casting..e.g. if you are playing a movie on media player there is an option to cast it to my Samsung smart tv...it doesn't allow just casting your screen at any time.”

Yes, but it might require an app or some setup. I was able to mirror my display, and there are some that will play video from the tablet to the TV over wifi, so I could do either-both, screen mirroring or video player.
