You can answer or make calls on the watch, however you cant talk through the watch, you will need to grab your phone to have a conversation with whoever it is you are calling or answering a call from. A message on the watch will appear stating to check your phone anytime you call out or answer a call.

You can see and answer the calls with the watch but you have to take the calls on your phone. The watch does not have an external speaker built in it

No. It does not have a speaker. You can dial from it if you're near your phone and/or have a bluetooth headset connected to your phone.
