Technically, no, but funtionality would be limited. It will work via wifi (or LTE as stand-alone), but, on wifi, you don't have your phone for text messages, etc. If you get the LTE version (T-Mobile only), you should be fully functional. Best bang for the buck is non-LTE and keep your phone nearby.
