“Do headphones work without batteries/charge? Can you tell me if there is an option to connect a regular audio cable to a device (e.g. phone or ipod) for the headphones to work if the battery is dead? I assume if so that the noise cancelling feature would not be active in this mode.”

You can work with the regular audio cable but as far as a noise canceling function is not as good as you expected to be but it will work regardless

When you use your audio cord, the headphones does not use the rechargeable battery. The battery is only used for the Bluetooth option. Remember when the audio cord/cable is used, switching on the power is not necessary, it is only necessary when using a Bluetooth connection. The noise cancelling is really for the music or audio that you may listen to. It is not to drown out other noises around you.
